On November 7, the National Development and Reform Commission and the State Energy Administration held a press conference to officially issue the 13th Five-Year Plan for Electric Power Development. Fifteen years later, the competent department of electric power announced the five-year plan for electric power development. The last release dates back to January 1, 2001, when the former State Economic and Trade Commission (SETC) issued the Tenth Five-Year Plan for the Electric Power Industry.
Since the promulgation of the Tenth Five-Year Plan, no power plan has been issued during the Eleventh Five-Year Plan and the Twelfth Five-Year Plan. During this period, China's electric power industry has achieved rapid development and installed capacity has been rapidly increased.
By the end of 2015, the installed capacity of power generation in China had reached 1.53 billion kilowatts, of which 320 million kilowatts were hydropower, accounting for 21.1%; 990 million kilowatts were thermal power, accounting for 65.56%; 26.08 million kilowatts were nuclear power, accounting for 17%; and about 172 million kilowatts were generated by new energy sources such as wind power and solar energy. The annual electricity consumption reached 5.69 trillion kWh. The installed capacity and output of power generation rank first in the world. At the time of the Tenth Five-Year Plan, that is, by the end of 2000, the installed capacity of power generation in China was 319,000 kilowatts, of which 79,350,000 kilowatts were hydropower, accounting for 24.9%; 238,000 kilowatts were thermal power, accounting for 74.4%; 2.1 million kilowatts were nuclear power, accounting for 0.7%; and about 330,000 kilowatts were generated by new energy sources such as wind power and solar energy. The annual power generation reached 137 million kWh. The installed capacity and output of power generation rank second in the world.
According to the 13th Five-Year Plan for Electric Power Development, it is estimated that the total social electricity consumption will increase by 3.6% to 4.8% annually in 2020 from 6.8 to 7.2 trillion kilowatt-hours. The installed capacity of national power generation will increase by 5.5% annually. The installed capacity per capita will exceed 1.4 kilowatt-hours. The per capita electricity consumption will be about 5,000 kilowatt-hours, approaching the level of moderately developed countries, and the proportion of electric energy in the end energy consumption will reach 27%.
In order to avoid the impact of power shortage on economic and social development and the principle of moderately advanced power development, the reserve of power is reserved at 200 billion kilowatt-hours to meet the needs of accelerated economic and social development on the basis of the anticipated demand of electricity consumption for the whole society in 2020.
According to the requirement that the proportion of non-fossil energy consumption reaches 15%, by 2020, the installed capacity of non-fossil energy power generation will reach about 770 million kilowatts, an increase of about 250 million kilowatts, or 39% over 2015, an increase of 4 percentage points, an increase of 31% in the proportion of power generation, an increase of more than 50 million kilowatts in the proportion of gas and electricity, or more than 110 million kilowatts, or more than 5% in the proportion, and the installed capacity of coal and electricity will strive to be controlled within 1.1 billion kilowatts. The proportion dropped to about 55%.
Pumped storage power station installed about 17 million kilowatts, reaching about 4,000 kilowatts, single cycle peak shaving gas and electricity increased by 5 million kilowatts, cogeneration units and conventional coal-fired power flexibility transformation scale reached about 133 kilowatts and 86 million kilowatts respectively. We will implement the full guaranteed acquisition system and control the abandonment rate at a reasonable level.
Efforts will be made to eliminate the backward thermal power production capacity of more than 20 million kilowatts, and the average coal consumption of new coal-fired generating units is less than 300 grams per kilowatt-hour of standard coal. The average coal consumption of coal-fired generating units in service is less than 310 G after retrofitting. The total emissions of sulphur dioxide and nitrogen oxides from thermal power units are striving to reduce by more than 50%. All coal-fired units with qualifications above 300,000 kilowatt level achieve ultra-low emissions. The intensity of carbon dioxide emission from coal-fired units is reduced to about 865 grams per kilowatt hour. The discharge rate of waste water from thermal power plants reaches 100% and the comprehensive line loss rate of power grids is controlled within 6.5%.
In 2020, electricity will replace about 450 billion kilowatt-hours of new electricity. Strive to achieve the central heating rate of cogeneration of heat and power in large and medium-sized cities in North China to reach more than 60%, and phase out small coal-fired heating boilers within the scope of pipe network coverage.
During the 13th Five-Year Plan period, about 40 million kilowatts of new production and more than 60 million kilowatts of construction were added to the national conventional hydropower projects, including about 5 million kilowatts of small-scale hydropower projects. By 2020, the installed capacity of conventional hydropower plants will reach 340 million kilowatts.
During the 13th Five-Year Plan period, wind power increased by more than 279 million kilowatts and solar power increased by more than 168 million kilowatts. In 2020, China's installed wind power reached more than 210 million kilowatts, including offshore wind power of about 5 million kilowatts; solar power generation reached more than 110 million kilowatts, including distributed photovoltaic 60 million kilowatts or more, and photothermal power generation of 5 million kilowatts.
Relying on the power transmission channel, we have orderly promoted the trans-provincial consumption of 40 million kilowatts of renewable energy in the "Three North" region, giving priority to the stock.
By 2020, biomass power generation will be installed at about 15 million kilowatts.
During the 13th Five-Year Plan period, the national nuclear power plant put into operation about 30 million kilowatts and started construction more than 30 million kilowatts. In 2020, the installed capacity reached 58 million kilowatts. We should adhere to the principle of safe development of nuclear power, intensify the construction of demonstration projects for autonomous nuclear power, focus on building core competitiveness and accelerate the construction of coastal nuclear power projects. Deeply carry out inland nuclear power research and demonstration and preliminary preparations, and earnestly do a good job in the protection of nuclear power plant site resources.
During the 13th Five-Year Plan period, China's gas and electricity production increased by 50 million kilowatts, reaching more than 110 million kilowatts by 2020, of which 15 million kilowatts were supplied by combined heat, power and cooling.
Accelerate the transformation and upgrading of coal and electricity, and promote clean and orderly development. During the 13th Five-Year Plan period, more than 150 million kilowatts of coal-fired power construction projects were cancelled and postponed. By 2020, the installed scale of coal-fired power plants in China will strive to be controlled within 1.1 billion kilowatts.
During the 13th Five-Year Plan period, about 420 million kilowatts of ultra-low emissions of coal-fired power and 340 million kilowatts of energy-saving renovation were carried out nationwide, with a view to eliminating about 20 million kilowatts of backward coal-fired power units. By 2020, the average coal consumption of coal-fired power supply in active service in China will be reduced to 31.
